Bitcoin developers are discussing an upgrade to address longstanding security vulnerabilities. Matt Corallo, a co-proposer of BIP-54, said he sees an 80% chance the proposal will become the next soft fork. The timing of its rollout and the specific activation process have yet to be decided.

Decrypt reported on November 4 that Corallo, in a recent interview with MARA Foundation TV, said, "There are issues we know we need to clean up that have piled up." He described the vulnerabilities as a real risk to the network, though not an immediate crisis.

Known as the "Great Consensus Cleanup," BIP-54 focuses on tightening gaps in Bitcoin's existing consensus rules rather than adding new features. A soft fork is an upgrade that preserves compatibility with existing rules while applying stricter standards for determining whether blocks and transactions are valid.

The proposal targets four issues. It covers attacks that can delay transaction verification through malformed blocks and the "timewarp" problem, in which manipulated timestamps can affect mining difficulty adjustments. It also includes a flaw in the Merkle tree structure that can mislead wallets using simplified verification, as well as an issue in which duplicate transaction identifiers can overwrite records tied to existing coins.

Corallo said the discussion could also become a chance to clarify procedures for future upgrades. Controversy over activation methods has resurfaced around nearly every recent soft fork. Establishing a process this time could allow developers to reuse it later and reduce unnecessary disputes.

Not everyone supports an upgrade that adds no new functionality. Paul Sztorc, co-founder of LayerTwo Labs, described BIP-54 on X as "a cleanup fork that adds nothing new" and called it "somewhat disappointing."

Decrypt reported that September 2027 has been mentioned as the earliest possible activation date, though the broader expectation is 2028 or later. Bitcoin has yet to reach consensus on major proposed changes such as OP_CAT and OP_CHECKTEMPLATEVERIFY since Taproot was introduced in 2021.
