This roundup covers gambling regulation developments from late October to 4 November 2026. Nevis has created a licence for prediction markets, Italy’s government has proposed higher slot taxes in its 2027 budget bill, and Indiana voters have rejected casino referendums, and Brazil’s Supreme Court heard ten hours of argument on the betting ban. Chile and Austria remain pending.
Nevis
The Nevis Online Gaming Authority (NOGA) has launched the Nevis Prediction Market License, a category separate from its existing B2C and B2B online gaming licences. It was introduced on 30 October 2026, and NOGA announced the launch on 2 November, with application forms and licence conditions available from that date.
The licence covers B2C prediction market operators and B2B technology and service providers, with event types including sports, political and electoral events, weather and cryptocurrencies. It adds requirements on market integrity and participant funds. NOGA chief executive Nuri Katz said the aim is “to provide greater clarity for businesses entering this sector”. The release does not state fees, and Yogonet reported that licensees may not serve local residents. CND reported on 3 November that Spain’s regulator says prediction markets need a Spanish gambling licence. The existing licence types are described in CND’s guide to gambling in Saint Kitts and Nevis.
Italy
Italy’s Council of Ministers approved the 2027 budget bill on 28 October 2026. The measures are a proposal and are not yet law. The bill goes to the Chamber of Deputies first, with amendments due by 17 November, and must pass by 31 December.
The text would make the following changes to Italy’s gambling laws from 1 January 2027, according to iGaming Business, Agimeg and Finanza & Fisco:
Tax and limits: The PREU tax on AWP slot machines would rise from 24% to 25% of turnover (20% for AWPs paying out at least 70%), and on VLTs from 8.6% to 9.6%. The maximum stake per slot game would double from €1 to €2.
Concessions: Betting, slot, VLT and bingo concessions due to expire on 31 December 2026 would run to the end of 2029, against annual fees, including €14,250 per betting right. There is no new levy on online gambling.
Agimeg’s reading of the technical report puts the gambling measures at about €952 million in 2027 and about €2.6 billion over 2027 to 2029. Land-based trade bodies As.Tro, ACADI and SAPAR criticised the PREU rise and extension fees.
United States
On 3 November 2026 voters in Allen, DeKalb and Steuben counties in Indiana rejected Public Question 3 on inland casino gambling. Unofficial results showed DeKalb voting 7,374 against to 4,043 for, according to WPTA 21Alive. In Steuben it was 6,324 against to 4,394 for, and in Allen 54,991 against to 37,565 for with 87% of precincts reporting.
House Enrolled Act 1038 (2026) created a pathway for one new inland casino licence in one of the three counties, subject to local approval. The Indiana Gaming Commission cannot award a licence in a county that voted no. Officials told WPTA that next steps would be up to the legislature.
In Nebraska, voters also decided Initiatives 440 (a constitutional amendment) and 441 (a statute) on online sports wagering through platforms tied to licensed racetrack casinos, as Yogonet reported. Both measures must pass. Counting was still under way when this article was written. The Secretary of State’s unofficial results, updated at 8:25 PM Central on 3 November with 1.13% of precincts reporting, showed “against” ahead on both measures. Neither measure had been called. CND will report the final result. The state-by-state picture is in CND’s guide to US gambling laws.
Brazil
Brazil’s Supreme Federal Court (STF) held a public hearing on 3 November 2026, convened by Justice Luiz Fux, on Provisional Measure 1,394/2026, which banned fixed-odds betting from 25 September, and on related constitutional actions. CND previewed the hearing on 2 November. CND’s guide to gambling in Brazil describes the market it closed. According to the court’s own account it ran from 10:00 to 20:00, and Migalhas counted about 33 speakers.
Government speakers, including Justice Minister Wellington César Lima e Silva and Health Minister Alexandre Padilha, defended the ban, citing household debt, gambling disorder and links to organised crime. The National Association of Games and Lotteries (ANJL) opposed it, arguing it pushes players to illegal sites. Football clubs warned of lost sponsorship and asked for a transition period.
Fux said the hearing was informational and involved no decision. In Congress, the measure starts to block the agenda on 9 November and its initial deliberation period ends on 23 November.
Still Pending
Chile: On 26 October 2026 the government of President José Antonio Kast filed 172 amendments to the online betting bill in the Senate. According to iGaming NEXT, they propose an effective 22% tax on gross gaming revenue and an annual licence fee of 1,000 UTM (about €65,000) for online betting in Chile, and back payment of VAT for three years by operators already active.
Austria: The EU standstill period for the draft amending the Gambling Act and the Telecommunications Act 2021 (TRIS notification 2026/0415/AT) ends on 5 November 2026. The draft would replace the single online gambling concession in Austria with an open licensing procedure. No Commission or member-state comments were listed on 4 November. The Finance Ministry has not announced a date for the parliamentary vote.
