Stand With Crypto’s election scorecard put 241 winners in its pro-crypto category as Democrats won control of both chambers of Congress in the midterm elections.

The Nov. 4 figure reflects Stand With Crypto’s ratings of candidates’ positions on digital-asset policy. The tally does not establish how the 241 winners would vote on the CLARITY Act, and a pro-crypto label does not show how any member would vote on a specific measure. Election results remained unofficial until certified.

The House passed the CLARITY Act 294-134 on July 17, 2025, with 216 Republicans and 78 Democrats voting yes. On Sept. 15, 2026, the Senate voted 49-50 against invoking cloture on a motion to proceed, a procedural step rather than a final passage vote.

The House and Senate votes addressed different stages: the House approved the bill, while the Senate vote concerned whether to begin consideration of the bill at all.
